Daggerfall Covenant
The Daggerfall Covenant was formed by The Merchant King of Wayrest, Emeric, with the goal of bringing an end to poverty and suffering. The previously warring races of the Breton, Redguards, and Orcs, begrudgingly agreed to unite together and provide the necessary leadership and plan needed for the Empire to survive. The Daggerfall Covenant stretches over the provinces of High Rock, Hammerfell, the city-state of Orsinium, and the Colovian Highlands in Cyrodiil.
Aldmeri Dominion
Founded by the Altmer, The Aldmeri Dominion believes that the younger and less sophisticated races have ruled over Tamriel for far too long. They reached out to their two neighboring races—the Khajiit and the Bosmer in order to form an alliance determined to right the course of history. The Aldmeri Dominion stretches over the provinces of the Summerset Isles, Valenwood, and Elsweyr.
Ebonheart Pact
The Ebonheart Pact built their alliance on the idea of sovereignty for their people and lands. The Nords, Argonians, and Dunmer became unlikely allies when they all agreed that the Empire should leave their homeland. Even though their alliance is politically fragile, they boast the strongest military in all of Tamriel. The Ebonheart Pact stretches over the provinces of Skyrim, Morrowind, and Black Marsh.
